Verified ham onboarding

Each operator is vetted through callsign validation and QRZ email confirmation before activation. Every approved user receives at least one 5-digit extension starting at 10000.

1. Callsign checked against FCC records.
2. Initial confirmation sent to the QRZ-registered email address.
3. Extension, plan, and club access provisioned into the portal and chat stack.
